JOB TITLE: Director of Human Resources, Grade 30
LOCATION: Headquarters Library
DATE AVAILABLE: June 1, 2026
SALARY: $61,754 annually (Includes generous benefits)

HOURS: 40 hours per week

Monday through Friday 8:30am to 5:00pm



EDUCATION/EXPERIENCE: Bachelor’s degree in Personnel Management, Organizational Psychology, Business or Public Administration (master’s degree preferred). Must pass pre-employment testing.

ESSENTIAL FUNCTIONS:
  • Counsels, advises,researches, updates and interprets personnel policies and procedures; hears,investigates,and resolves employee grievances; conducts regular meetings with supervisors for various employee issues.
  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements.
  • Develops organization strategies byidentifyingand researching HR issues; contributesinformation, analysis, and recommendations towardorganization strategicplanningand direction.
  • Implements HR strategies byestablishingdepartment accountabilities, including talent acquisition, staffing, compensation, insurance benefits, training and development, records management, safety and health, succession planning, employee relations and retention, and legal compliance.
  • Oversees the interviewing and hiring process to ensure legal and fair decisions are in place; conducts exempt-level interviews with supervisors/Department Heads.
  • Oversees all duties of the Assistant Director of HR, HR Specialist and Administrative Assistant.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, and networking in the community.
  • Works in conjunction with the Assistant Director of HR and the Nurse Practitioner on wellness initiative programs and incentives;
  • Preparesand inputsmonthly payroll informationinMuniswhile meeting regularly with the FinanceDirector; reviews time and leave recordsin the time-keeping system; computes and completes all paperwork for annual pay increases.
  • Conducts salary studies when applicable (collects data, compiles reports, makes determinations of any changes/updates) and reviews job grade classifications and job descriptions as needed.
  • Performs work in accordance with SCPL’s mission and vision, using good judgment and ethical behavior, and provides a welcoming environment for all staff.


KNOWLEDGE & SKILLS:
  • Bachelor’s degree inPersonnelManagement,OrganizationalPsychology,Business orPublic Administration (master’s degree preferred).
  • Minimum of five to seven years of progressively responsible Human Resources leadership.
  • Thorough knowledge of the philosophy,principles,and practices of public personnel administration such as the accepted methods and practices of classification and payadministration andbenefit administration.
  • Comprehensive knowledge of theLibrary'sactivities,policies,and proceduresas well ascomprehensive knowledge of federal and state laws to ensure compliance.
  • Ability to communicate ideas effectively, both orally and in writingand to be abletoestablishand maintain effective working relationships with associates and thegeneral public.
  • Ability to conduct detailed analytical evaluations and studies and to prepare related reports and recommendations.
  • Ability to prepare and conduct training sessions; knowledge of payroll procedures/practices.
  • Previoussupervisory skills required.

  • Valid Driver’s license with the ability to drive to other locations
