Who can use the Law Library?

Everyone. The H. Carlisle Bean Law Library serves the research needs of the Spartanburg City and County judiciary, members of the Spartanburg County Bar Association, the offices of state and local agencies, law and paralegal students, and is also open to the general public.

What resources are available at the Law Library?

South Carolina law books, journals, and other state-specific materials such as: publications of the SC Bar Association, South Carolina Jurisprudence, etc.
Reporters, digests, legal encyclopedias, handbooks, and more.
Westlaw, an extensive legal research database
Internet access and wi-fi
Three conference rooms
Photocopier (50¢ per page, and a $10.00 service fee for copies made by employees)
Fax (available for sending information to Bar Association members’ offices only)

Can Library materials be checked out?

Yes and no. Most books may be borrowed by members of the Spartanburg County Bar Association and their staff, presiding judges in local courts, city and county attorneys, and judiciary department officials (judges, magistrates, solicitors, master-in-equity, etc.) for a 7 day check out period. However, some items, especially those pertaining to SC law or that are otherwise in very high demand, cannot be checked out. We do not lend materials to the general public, although members of the general public may read materials in the Library and make photocopies.
The Headquarters Library carries some legal books, especially aimed at the general public, and many of them can be checked out. They also carry the SC Code of Laws and other materials that can be used at that location on the evenings and weekends.

Is there some way I can access your materials online?

Most of our print materials are not available online, nor is our Westlaw database available for off-site users. We do maintain a Law & Legal websites page that may be of use for some online research.

Is there someone there who can answer legal questions or help me fill out forms?

No. Our staff is trained to help you find information pertinent to your case, using the full scope of the print and electronic resources available in our library, but we are not attorneys and are therefore not legally nor ethically allowed to answer legal questions, interpret the law for you, recommend forms, or give any legal advice at all. We are here to point you in the right direction, and make materials available for you to conduct your own research, but we cannot make any suggestions or offer advice. We subscribe to the American Association of Law Libraries’ Ethical Principles.

Do you have forms I can use for court and can you show me which forms I need for my case?

Yes and no. We do have access to sample forms, both in print and online, which we can direct you to and which you can make copies of or type up in our library. However, we cannot tell you which forms you will need for your case or situation. You will need to consult with your legal council to determine which specific forms you need and how to fill them out correctly.

Do you have materials pertinent to other states?

Yes. Our main focus is on South Carolina and Federal law, however, we have regional reporters and some other print materials that pertain to other states, and we can access many other resources from all 50 states through Westlaw.

How can I reserve a conference room?

We do not take reservations for our three conference rooms; they are available strictly on a first-come, first-served basis.

Can you email Westlaw cases to me?

No. We are unable to send Westlaw information electronically for several reasons, most significantly because it would violate our subscription agreement.
You can call us (864-596-2511), and we can look up specific cases or citations for you and print them out for you to pick up. Our standard $10.00 research fee plus a charge of .50¢ per page printed will be charged.

Do you have wireless internet?

Yes. Our wi-fi connection is available throughout most areas of the courthouse, although access to our Westlaw subscription is not available with wireless.
